He has been a freelance lawyer and legal adviser since 1985.

Among other positions, he has been Executive Secretary of the Fund of Plata Basin (FONPLATA), Director of the Department of Legal Affairs in the Ministry of Foreign Affairs of Uruguay, Legal Adviser of the Inter-American Development Bank.

In addition, he has worked as a Professor of Constitutional Law in the University of the Republic and in the National Civil Service Office.
